State Fees Act

State fees for issuing documents and data:

• issuing original birth, death, marriage and divorce certificates is free of charge;
• issuing a duplicate birth, death, marriage or divorce certificate, name change certificate or sex reassignment certificate - 20 euros;
• issuing a digitally stamped electronic duplicate birth, death, marriage, divorce or name change certificate if the application has been submitted in the e-population register - 5 euros;
• a certificate of legal capacity to contract marriage - 20 euros;
• issuing a multilingual standard form and a duplicate certificate of a family event attached to it or certificate of the capacity to marry - 40 euros;
• issuing data extracted from a document kept at a vital statistics office in the form of notice or certified copy (vital registration record, family register) 20 euros;
• issuing certificates of birth, death, marriage, divorce, name change or marriage capacity certificates through an Estonian mission abroad – 30 euros;
• issuing an extract from the population register to a person of data regarding themselves, their minor children, people under their guardianship and their deceased spouses is - 20 euros;
• issuing an extract from the population register to a person of data regarding themselves, their minor children, people under their guardianship and their deceased spouses  together with the multilingual standard form - 40 euros;
• issuing a digitally stamped extract of data from the electronic population register to a person regarding their own data, that of minor children or a those under guardianship, if the application has been submitted in the electronic population register - 5 euros;
• issuing current residence data to a person about him/herself, minor children and persons under guardianship is free of charge in the local government of the place of residence; 20 euros in the local government of the county centre;
• issuing to the owner of the premises data on the persons who have registered their residence in the premises owned by him – free of charge in the local authority where the premises are located; 20 euros in the local authority of the county centre;
• issuing data from the population register to a person through an Estonian mission abroad regarding their own data, that of minor children, those under guardianship or a deceased spouse  – 30 euros;
• issuing an extract from the population register in the case of a legitimate interest - 20 euros per data regarding one person.

State fees for marriage, divorce and name change:

• For marriage proceedings - 70 euros;
• For divorce proceedings - 90 euros;
• For an application to be considered for a new first name, surname or personal name or for the restoration of a first name, surname or personal name - 150 euros. If a new first name and a new surname are requested with the same application, a separate fee must be paid for both name changes, a total of 300 euros.

State fees must be paid to the authorities holding the documents before the documents are issued.
