Readiness, response and resolution of events

The emergence of risk situations must be assessed at an early stage. We constantly monitor the probability and location of risks and accidents and are ready to respond appropriately. Risk-based readiness reduces the emergence of risk situations. A prompt and appropriate response to accidents and risks reduces damage to people, property and the environment. In order to eliminate a risk situation or disruptions of order and to restore public order, we choose solutions that reduce damage to people, property and the environment.

By 2030, at least 85% of the people are satisfied with the resolution of rescue events.

Planning readiness

  • It is important to assess and analyse the location and probability of risk situations at an early stage in order to respond to them appropriately. Readiness must be based on risk, as it is impossible to keep emergency responders at every building, waiting for accidents at a high level of readiness.
  • The use of modern monitoring solutions helps us in responding to risks and accidents in a smarter and more reasoned manner.

Resolution of events

  • Every risk situation or disruption of order must be resolved in such a way that it causes as little damage as possible, and the experience gained is used for increasing security. Our aim is to use modern digital solutions and automatic surveillance systems.
  • The smart resolution of a situation does not always mean responding with all the available force – instead, it means an expert risk assessment, prompt exchange of information, the use of modern technology, and appropriate action. Humans are the priority in every situation. Cooperation between law enforcement bodies, local governments and internal security volunteers also has an important role.

Responding to accidents and risks

  • The nature of risks and the probability of accidents change rapidly over time. Some problems stay the same over many years – for instance, about half a million explosive devices from the last World War are still embedded in Estonian fields and forests. Estonia faces risks for which we are prepared, as well as risks for which we are lacking in capability. As the first priority, we must respond to situations where human life or health is in danger, but damage to property and the environment must also be prevented. Our aim is to strengthen our networks, engage local governments and volunteers in addition to professional emergency responders, and regularly hold crisis exercises. 
  • We are facing more frequent natural disasters caused by climate change and we must also take into account risks arising from chemical, biological, pathogenic, radioactive and other such substances, which may emerge as a result of intentional attacks as well as human error. We must be ready to respond to extreme situations.
